Prep the dip: Stir together the sour cream, onion powder, and salt. Stir in the chives. Refrigerate until ready to serve.
Line a baking sheet with parchment paper, lightly flour, and set aside. In a mixing bowl, whisk together the flour, baking powder, and kosher salt. Stir in the cheddar and chives. Add the sour cream and with a wooden spoon, smush the sour cream and dry ingredients together, until they form a dough, switching to your hands to combine if needed. Turn out onto a lightly floured work surface and knead a few times until smooth.
Divide the dough into four equal pieces. Roll each into a 1-inch thick rope (it will be about 6 inches long), then cut into 1-inch bites. Transfer to the prepared baking sheet.
Arrange the first batch of bites in the air fryer basket, ensuring they do not touch each other. Air fry for 5 minutes.
Remove the basket from the air fryer and brush the bites all over with melted butter (at this point it's fine if they roll around and touch). Top each with a pinch of cheddar, then return to the air fryer at 350°F for 1 minute to melt the cheese. If desired, immediately sprinkle with flaky salt. Repeat with remaining batches.
Transfer the bites to a serving plate. Serve warm with the sour cream chive dip.
